Longer breaks between intense muscle contractions allow the muscle cells to reset their internal chemical balance. This lets the muscle fibers regain their ability to respond to nerve signals and generate full force again. Shorter breaks leave too many waste products inside the muscle, which block the nerve signals from reaching the muscle properly, so the muscle can't contract as strongly the next time.
