The study directly tested whether three plant compounds (8-PN, 6-DMAN, and naringenin) can make breast tissue grow, compared to a strong estrogen hormone. It found that all three compounds did stimulate some growth, but they were much weaker than the real estrogen hormone - exactly matching what the claim says.
