When someone does many reps with the same weight, the main muscles get tired from buildup of waste products, so other muscles have to work harder to keep moving. This shift doesn't make the person stronger at doing more reps overall, because the body is just using different muscles to compensate, not improving the ability to resist fatigue in the original muscles.
