Different muscles develop fat cells at different times during growth; muscles that formed fat cells earlier store more monounsaturated fats from past enzyme activity, and those fats remain even when the enzyme is less active later. Muscles that form fat cells later may have more enzyme now, but they haven't had time to build up the same amount of stored fat.
