When muscles are worked repeatedly at moderate intensity, they run out of quick energy and build up fatigue chemicals. Even with longer breaks, the muscles still use up the same amount of energy and produce the same amount of fatigue chemicals during each set. This means the number of reps a person can do before failing doesn't change, no matter how long they rest, because the limiting factor is how much energy the muscle can use and how much fatigue it can handle in a single bout of exercise.
