Doing many reps with moderate weight exhausts the energy supply in muscles, builds up waste chemicals, and makes it harder for muscles to contract. This forces the brain to work harder to keep the muscles going, but eventually the nervous system can't keep sending strong signals, so the person feels more tired and can't push as hard.
