Why this might work

L-citrulline gets converted into arginine, which makes nitric oxide, but nitric oxide only changes how fat and muscle are managed when muscles are actively working. Without exercise, the body doesn't trigger the signals needed to burn fat or build muscle, so L-citrulline alone does nothing.
