Lifting heavy weights forces more muscle fibers to contract with high force, which stretches the muscle fibers and triggers them to grow larger and stronger. Lifting very light weights, even when done until exhaustion, does not create enough force to activate all the muscle fibers or generate the tension needed to make them grow significantly.
