Lifting heavy weights forces the body to activate the strongest muscle fibers and fire them faster, which makes the muscles produce more force. Over time, this trains the nervous system to recruit more of these powerful fibers and coordinate them better, leading to bigger strength gains. Light weights, even when lifted to exhaustion, don't activate these fibers as fully or as consistently, so strength doesn't increase as much.
