Why this might work

When lifting light weights until exhaustion, the body starts by using small muscle fibers, then gradually brings in larger ones as the small ones tire. Lifting heavy weights uses all fibers right away. When both methods are done until complete fatigue, the same full set of muscle fibers ends up being activated, triggering the same growth signals in all fiber types.
