Citrulline-malate is converted into arginine, which the body uses to make nitric oxide. Nitric oxide relaxes the walls of small blood vessels, making them wider. During recovery from upper-body exercise, this widening lowers resistance to blood flow, but because the heart is still pumping strongly from the workout, the pressure in the arteries when the heart is at rest (diastolic pressure) rises slightly. The pressure when the heart pumps (systolic pressure) stays the same because the heart's force doesn't increase.
