Why this might work

When you take magnesium, it helps proteins in your body that control vitamin D work faster. If your vitamin D level is already high, these proteins become very active and break down a byproduct called 24,25(OH)2D3, so its level in your blood goes down. But if your vitamin D level is low, the breakdown proteins stay quiet, and instead the proteins that make vitamin D are more active, so the byproduct does not drop.
