Why this might work

When calories are reduced, the body slows down muscle building because energy levels drop and the system that tells muscles to make protein gets suppressed. Eating more protein provides more leucine, which directly turns on the muscle-building switch. Doing resistance exercise also turns on that same switch by sensing tension in the muscle.
